You cannot buy this phone for that much, locked or unlocked. 1 year of service through the cheapest on the market, hellomobile, would be $60.
Tracfone at some point will unlock this phone for you, 2-6 months, I can't remember. You can then sell this on ebay for $30-$50 easily if you keep it in good condition.

Removing it is pretty easy if you have a way to access ADB. There's an app called LADB that runs an ADB terminal on the phone itself, so you don't even need a computer anymore.

With such meager storage one would want to install a good microSD card with fast read/write speeds to supplement the storage for apps and other things. It's easy to make the data and minutes and texts last a full year. Use wifi whenever possible to save data. Install and use the free Google voice app or the free Text Now app or similar so you're not burning through the minutes and texts.
In case anyone is wondering yes the cellular data service with Tracfone is throttled or low priority on the tower. But it's fine for using Google maps in my experience.
