  2. Select "New Certificate Account," then choose your 9-, 15-, or 49-month Certificate.
  3. Select the Account you'd like to transfer funds from along with the amount.
    • The minimum deposit for high-yield certificates is $10,000 and funds must be available in an eligible NASA Federal deposit account at time of opening.
    • There are multiple ways to deposit funds including ACH, Wire Transfers, or Mailing a Check.

CD locked your money, not worthwhile to park your cash IMO. I use Wealthfront. Standard saving rate is 4.55% with boost to 5.05% with refer link. It doesn't lock your money and you have access to your cash whenever. Also Wealthfront is insured up to $2M.

Be careful you will have effects from buy ask spread and some brokers have round trip prices (fee to buy fee to sell if not maturity) that will eat away your profits very fast so I would recommend starting w/ 3 months or longer to start with if you are investing less than $100k. If in doubt ask your broker help desk what the fees are, how they clear, and how they mark. These all add up!
Jumping into t-bills is much more complex than meets the eye, especially if you are trying to retain a good rate edge.

You can go on treasuries direct and start from there and buy from the source.
