There a typo in here maybe? The 6800s will be long gone before they'll ever sell (new) for $250.

The price is getting closer. New cards coming out at the end of May. Let's hope this price is for the 6700xt by then. Then again, waiting was never my thing.

For reference, the MSI 6750XT @ Newegg was $310 in late April. That's a pretty hefty performance increase over this card. It had a price reduction + MIR though.

Correct. The OP was suggesting you can get this 6700 which has 2GB more than the less expensive 6650, which I linked.

This card the RX 6700 is on a par with the 2080 Super at 1440p Ultra. But this Radeon card is considerably faster than a 2080 Super at 1080p Ultra settings. Source: Tom's Hardware graphics card hierarchy 2023.

I'd say keep your 2080 Super if it's still working fine for you.

It's only a handful of current games than need greater than 8 MB VRAM at 1440p. A well-written game will "use" 10 GB if the card supports it, it will use whatever it finds available on the card, any card. But uses what is there is quite different from "needs it for smooth gameplay". I have a RX 6750 XT with 12 GB but not because it needs that much VRAM. It just comes with it. A RTX 3060 Laptop GPU has only 6 GB and it still plays all games just fine at 1080p. It is the #4 most commonly used card on Steam right now.
