Thank you for your sugestion. However, I am looking for a free software that will allow me to fill out forms that are in PDF format. For example, to fill out the DS-11 form.
Adobe Acrobat Reader will allow you to enter information into fillable form PDFs, and save the entered data.

As an aside, travel.state.gov has a "Form Filler" link for the DS-11, it runs you through a process of entering your data in various web forms, and they generate a filled DS-11 for you.

It's asking for mailing address etc. when paying for it. Any way to get around that requirement?
Privacy.com. Then you can input any address with the card numbers you create.

I also use MS Office 2007. I found out the hard way that if you install a newer version of Office (newer than 2007) before installing the old Office 2007 it will install but then produce that error you are getting. I couldn't find a fix and eventually just did a Win10 fresh install and just stuck with 2007. For what I do, which is only in Excel as well, I really have no need for anything newer.
As long as you never open Word docs, Excel spreadsheets, etc from the outside world, you're fine. If do have to interact with files from the outside world you are placing yourself and your data at risk from unpatched exploits. YMMV

With so many people hating this deal and I support opinions of everyone.

I think if we have a distrust for the seller, we should downvote the deal so that the staff can see it and stop posting some of this trash(though that will never happen).

Seems kind of odd that MSFT allows these key selling websites like Stacksocial to go on year after year if they are doing something MSFT doesn't want them to do, maybe they've decided it's better to allow someone to use a gray copy of Office than to chase them away to using Google's office product.
Or LibreOffice. MS Office is fully compatible with the OpenDocument format at this point, it's literally one of the selling points listed above. If you're using older versions like this without cloud bloat anyway, why someone wouldn't just grab the open source free version is strange to me.

everything worked fine. I have no ability to assess if this is legal or not.

There's a difference between an activation code that works, and an activation code that was legally obtained and authorized for resale.

If these were basically "stolen" from Microsoft (which they almost certainly are), they do have the possibility of being revoked at any point...whether that is tomorrow or three decades from now.

Really the main personal debate over whether you should buy it is simply if the cheap price makes sense to you regardless of if/when it gets revoked/deactivated, and if you don't mind technically having an illegal license.
Why aren't Slickdeals and Microsoft closing these posts if they are illegal?

Initially I opened the DS-11 PDF form with Adobe Acrobat Reader but it did not allow me to enter data. Probably the DS-11 was not a fillable form PDF. I have used Adobe Acrobat Reader for fillable form PDFs such as tax forms and it allowed me to enter in data and save as well. Apparently some PDF forms are not fillable when using Adobe Acrobat Reader.

What I ended up doing a few days ago was using the Form Filler for DS-11 just like you mentioned and it worked great.

Why aren't Slickdeals - closing these posts if they are illegal?
clicks = revenue

SlickDeals is not responsible for the accuracy or legitimacy of a seller's products or pricing. Also, there are some SDers that absolutely don't care about the legitimacy of a license code. In their minds, if it installs, it's good for them, even if it only lasts a year, or until they need to reinstall due to a hardware change, or major Windows upgrade, or Microsoft Office Update. YMMV.

There was a podcast that mentioned these kind of deals today. Many of these international sellers (often not the marketplace selling site, but the "real" install code finder) more often want your data than the little money; although both is a bonus. Keep in mind, for the real seller, their cost is zero.

The marketplace sites are never at fault for liability as they say they are merely reselling an independent agent's item.

It's important to remember that price isn't the only flag of being from an international software install code finder. Some charge substantially more, such as a 25-50% off retail price, just to appear legitimate, with the reason being that people think that it must be legitimate if it's closer to the retail price. They must be an authorized reseller. Never forget that most or all marketplace sites from PC World, Mac World, etc., are just that - marketplace sites, no different than Craigslist.

A working install code does not equal a valid lifetime software license. Many install codes (10-100 for each) are provided free, for example, to Microsoft software developers and support subscription contractors. They are told that those temporary licenses are to end after their relationship with Microsoft ends (when they stop paying monthly fees or are cancelled as a developer).

Anyone else getting "Card was declined"?
I used an Amex prepaid card to limit my exposure because of all the comments about sketchy deal.

I used Barclays arrival which doesn't have the foreign transaction fee and it went through fine in the first attempt .
