The 4070 is objectively the worst GPU in the entire 40 series mobile lineup. Please don't go and buy a GPU with worse vram than a 2060. Especially not for this price

I don't know if he knows what he's saying. The GPU still outperforms a 3070ti. It's just a neutered GPU that could have been better with a higher bus rate. It's faster GDDR RAM than the previous generation. They just cheaped out on it.

No the 4060 and 4050 perform worse for sure . I meant as in the 4070 falls far shorter of its expected performance target than the 4060 or 4050. It is objectively the most disappointing/cheaped-out-on 70 class card made in many years. In the case of the 4070; vram capacity, bandwidth, and bus width are insufficient for its class. At least the 4060 has a decent vram capacity( 8GB) for its class

Bandwidth doesn't matter if it has better frame rendering and higher FPS. You can create a turd that has 900Gbps bandwidth, but it doesn't mean it'll look good.

Then why do benchmarks and reviews show an increase in performance from the 3070 ti (140w laptop) to the 4070 laptop?

The only issue I have with that is the difference in CPU and Ram clocks. Not sure if that'd be a good 1:1 comparison, ya know?

If they're selling both at the same price, a Lenovo Ryzen 6800H RTX 3070ti and a Lenovo Ryzen 7745HX RTX 4070, then wouldn't the obvious choice be to get the one with the 4070 which performs better? Not just the GPU, but the CPU is an increase in efficiency and performance.

I agree, the jump from 3000 to 4000 series has been a terrible direction for Nvidia, but it doesn't discount the fact that the new GPUs are still generationally better - at least in the 4070 to 3070 sense.

The obvious choice would be the laptop with the 7745HX because of the CPU. If it's between a laptop with a 7745HX & 3070 ti vs a 774HX & 4070, one would choose the 3070 ti model if they play vram intensive games like God Of War, Forza Horizon 5, or red dead. Or most productivity workloads that utilize VRAM. One would choose the 4070 if most of the games they play are not VRAM intensive and they don't use it for any applications. I do agree with your 3070 non Ti statement, however
