This does seem to be DC specific.

Edit: it added the promo, but not applying to any restaurants here.
Edit: checked and a handful more and can't find a single restaurant that it takes it. My guess is that anyone can add it to account regardless of region, but it only can be applied to restaurants in DC area. Has anyone else seen otherwise?
My local ones are Albertsons and Vons in Socal and they didn't even bother breaking down boxes a few weeks ago for the J4U coupon, knowing that the quantity limit at $0.03/pack was 24 and that matched the box quantity and that everyone would max out.
I haven't eaten packaged ramen noodles in 20 years but they're a great base cooked al dente for homemade adds like kimchi and dashi and mushrooms and however you want to make a healthier broth.
Good luck. Food prices are absurd both in grocery stores and moreso at restaurants. About to get bent over at Fleming's (cough Bloomin' Brands cough Outback) but luckily the meal is paid for.
Where I used to live, there was only Safeway. However, I moved somewhere that now only has Albertsons, and there are hardly ever any good deals.
I bring this up as I check the weekly deals every week, and Albertsons in my area did not have that ramen deal. If they did, I probably would have stocked up (despite having 2 cases full already).
Like you said, food prices are ridiculous, and ramen is one of the few foods you can actually get for <$0.50. Even canned food is almost a dollar, if not more expensive.

However, I tried setting up an order in DC at a pizza place for pickup and it wouldn't let me apply it there either. So this code may only apply to a subset of places in DC.
Anyone want to sleuth this out? Or if anyone in the DC area has success, what restaurants did it work at?
Edit: Nevermind, I got it. It works for both pickup and delivery. You have to set your address to a Washington DC address, and then the promo will appear on the pickup or delivery main page. Click that banner (see attached) and it will show you participating restaraunts.
It's a lot of Popeyes, some Wingstop, Arbys, Burger King, Checkers, Chipotle, Subway, KFC, The Meltdown, Wendy's, IHOP, Wild Burger...
