I have rubber mulch around my pool. I wouldn't ever use rubber mulch in an actual garden bed. Wood mulch biodegrades and enriches the soil over time. Rubber mulch just leeches chemicals into the ground and is messy. I hate it.

It's crazy expensive, that's the main drawback. Other than that, it doesn't break down. That's good when it's where you want it, but bad when it inevitably gets where you don't want it, like a lawn.

Just cover as all organic materials will decompose. If you choose to go for river rocks, just know that you will be stuck with that decision as it's hard and expensive to remove them. You will always be dealing with rocks moving forward wherever you place them as they sink into the soil if you ever change your mind.

Maybe you all can give me some advice. I have a small patch where I planted mondo grass - this is a very slow propagating grass, so it will probably be a few years before it completely fills in. In the meantime, weeds spring up continuously, so I'm weeding every few weeks. I can't win this fight with my current strategy.

Would wood mulch make sense here? Cover up the areas around the mondo grass, but leaving enough room around each planting to allow for propagation. I'll still have to weed within a few inches of each planting, but at least the majority of the area will be covered by mulch and not have weeds.

Seems rubber mulch isn't as good a choice for this application, as I'd need to cover less area with mulch each year as the mondo grass spreads. So if I went with rubber mulch, I'd have to pick up some of the rubber mulch each year.

Can only speak towards my yard but house was remodeled 15 years ago and I believe they used rubber mulch in the front (possible it was added later but don't believe so). Still holding up just fine.
