Please share your ebay link so we can see the quality PC you bought for $350. And I'm sure the seller has many to sell at that price, because one-off "impossible" deals don't count for comparison.

I need something cheap around $100 to setup a second computer for my parents. They just stream videos basically, but are always fighting to use the single computer lol.

Too bad i5-9500T does not hyperthread. Overall performance the older i7-8700T is on par and beat 9500t a little on multi-core work if you can find it and get a cheaper price.

Check Facebook marketplace. I randomly see 7060 sff for $150 (i5 8th gen, 16gb ram, and 256/512 ssd). I got one a couple months ago and still see them every month or so. My Craigslist didn't have much of them, sellers might have moved to Facebook marketplace since there are more active users
