Actually that's not an amp. That picture is some crazy grade-B Chinese photoshopping The more I look at it the dumber it gets.

Not directly into a solar panel. You need that power bank as shown in the image.

You can charge batteries and such with a solar panel, but need a regulator since most solar panels are 18v
