Buy what you need, buy what your machine is capable of. There are TONS of PCs that are only capable of Gen 3 still. It would literally be a complete waste for someone to buy a Gen 4 drive for their machine, if it isn't capable of using it.
Not to mention, for the vast amount of users, they won't notice a difference in daily usage.

Nobody buying a used NVMe from an unknown source. That's why they're dirt cheap
Tons of people buy used ssd or nvme all the time on ebay.
