I don't understand how subway functions now-a-days. These deals get publicized but every major city location near me tends to never partake. But if I want to drive 40mins into the middle of farm country, they will honor this deal.

Sucks this is so hit or miss.

Nowadays I am seeing 10.19$ for footlong which is too much where 5.99$ I feel is right price

The biggest issue I found out from store owners is Subway corporate does not reimburse owners for coupons or deals. Total BS. They advertise and put out these deals and expect the owners to foot the bill. That is why it's hit and miss!

Given this, why do any store owners allow the coupon and take the financial loss? Does that mean those stores accepting the BOGO are making enough profit they decide they can afford the loss? Demanding that franchise stores take losses seems weird.
