Would this be overkill for a media center mini pc build? Specifically for 4K video ?

Probably. Built in Intel video can handle 4K just fine.

Thinking the A750 (200 rn) from Intel might be a better buy for creative work since it has AV1 encoding. What do y'all think?

You can snag a used/refurb 5700XT for the same price but similar performance to a 3060

For media, yes this would be well above the requirements for media playback in 4K. As someone else stated, this gpu is well above spec requirements for displaying 4K screen resolution, or to handle video playback of any file format that 4K is available in.
You just wouldn't want to play video games in 4K expecting high frame rates. This has DLSS, so it can scale up a low-resolution output like 1080p or 720p to 4K, but there's limits to how good it'll game at anything but 1080p native.

Agreed, this isn't a new card, so a used 12gb 3060 would be a better long-term card.

Wow... just bought this card on May 10 when it was $130 off and now it's $150 off... I asked to see if they would give me $20 back.

BTW, I bought the card for productivity and it's good except the stupid fan starts and stops constantly if you don't make the fan run continuously (using EVGA Precision X1). The fan makes noise every time it starts which was super-annoying... EVGA says it's normal for the fans they use to make a start-up noise.

199 for arc 750 seems better value unless the $40 savings is a deal breaker for anything.
