The 2.8 is worth every more penny in my opinion. Wide angle probably fine with F4, but telezoom is best with 2.8.
I would probably recommend getting a fixed lens like 85 etc… for that amount
Prices are always a little but cheaper with gray market products. Real Canon product, but made for sale in other countries, so warranty not valid in the USA.

This f4 is so small and light it's a whole different experience. It's the same size and weight as the 24-105L zoom. And it is essentially a perfect lens with no flaws. I can afford the f2.8 and I specifically chose the f4.

At least for portrait and capture kids actions, F4 is not my cup of tea.
the 2.8 beats the f4 in every category, except compatibility. even at the same F4, 2.8 version out perform much better on the edge.
This RF f4 is not bad, when consider the difference of ef versions. Just personally i feel its worth the money to go for 2.8.
The 2.8 is superior, but its price is much higher, as is its weight. I rented this f4 for a trial run and it's a good lens, but Canon refurbished would be the best way to go for that.
If you want 2.8 I think the EF 70-200 F2.8 II is still a great option. Well under $1k used and works perfectly adapted on RF bodies. As long as you don't mind a little extra weight

I'd have agreed more with you before, but the phenomenal sensor performance for the R6m2/R8 sensors has me being ok with F4 over F2.8 for most use cases, at least from a "do I have enough light" point of view.

i see, if you dont care much about bokeh, F4 is a good option consider its portability.

Consider the Sigma EF 70-200 F/2.8 for quite a bit of savings that some people like more than the Canon equivalent, even.
