So the 7500 tax credit is deducted from taxes owed? NOT a deductible like itemized deduction, right? For example if I owe 10k in taxes, it would reduce it to 2500.

Washington State has no sales tax = about $4000 in savings.
Washington state has sales tax, Oregon doesn't.

For anyone still confused about how tax forms and the credit work:

The overly simplified way to consider this is look at line 16 of the 1040 without any non-refundable credits considered yet... That is your initial tax burden.

You can reduce that amount, dollar for dollar, for all non-refundable credits available including the $7500 EV credit and the $400 non-refundable part of any CTC you qualify for.

If you get to 0 and still have non-refundable credits, you lose the overage but all refundable credits become the start of your refund amount.

If you still aren't at 0 you can now reduce that amount, dollar for dollar, for all refundable credits.

If you get to 0 and still have refundable credits you DO NOT lose that overage- it becomes the initial amount of your refund.

THEN, and ONLY THEN, would you look at your withholdings at all

If you were already at 0 with the above then you take your total withholdings and add 100% of it to your refund
OR
If you never reached 0 after all those credits, you reduce the remaining tax burden dollar for dollar until you reach 0 any remaining withholdings is your refund.

If you STILL don't hit 0 by the end of withholdings, that's your tax bill.
So to clear this up. Say I go 0 and owe 5000 in taxes it cancels? What if I go exempt I would easily go over the $7,500. Just curious how it works.

Get EV (Tesla) and you will be happy. Other than adding windshield washer fluid and replacing cabin filter ($65 part and labor), other maintenance items are rare. With regenerative breaking, brake service is actually rare. You will need tire rotation and new tires (20K miles or longer). I replaced all 4 on my Tesla 3 LR for $770 out the door at Big-O in California. The battery range reduction at 150,000 miles is about 8-11% only. Remember no SMOG, oil change, coolant flush, transmission service, spark plugs etc . Plug the car at night and it's ready to go. You can prewarm or cool the car, amazing software with on-air updates, camera recording etc. Please test drive one and you will want one.
I think you are missing the obvious - the battery condition. Dhruva has a 10 year old car. So if you compare to a 10 year old BEV, the battery range is no where even close to only a 10% reduction. My BEV is also a 2013 with only 30,000 miles and I have now a 25% battery power loss and I live in a moderate climate with short winters and short very hot summer days. So if the new Model 3 goes 272 miles, minus 25% for aging, minus 40% for not charging over 80% or less than 20%, minus 20% for cold winter driving, minus a conservative 10% for driving 70mph, then you have a very reduced range of a pitiful 88 miles. If you live in one of the few states with the most gentle climate, like Ca., then it is reduced to 110 miles which for me is manageable. And a battery replacement for a Tesla 50kWh battery has to be over $15,000. If you live in a very hot climate -Tx, Az, etc. or a very cold climate, ND, Illinois, etc, - do not get an EV.

M3 in a Tesla thread almost always means model 3 unless stated otherwise.
