So lower income people will not get a $7500 refund, it depends on your liability. i.e. A SDer responded about a student being angry in a previous thread that they only got $500 back and not $7500.
Virtually all of the ICE vehicle can be recycled. Generally the only items not recyclable per se will be interior trim - it's mixed plastic and rubber. Engine? steel or aluminum. Gearcases? Steel or aluminum. Body, frame, etc, steel or aluminum. In fact, about 86% of a car can be recycled [recyclenation.com].
Meanwhile your EV will still have a fully and readily recyclable frame and body, just like the ICE. The motor will generally be recyclable. The battery? Not really. Generally batteries and battery packs are not really designed for recycling. Most are just thousands of individual cylindrical cells, that themselves are spiral wound multilayer structures. There's no easy way to separate the materials here. An ICE, you literally rip out the engine with heavy equipment and include it in with any other steel or aluminum - the process is astonishingly easy and quick [youtube.com] with heavy equipment.
Meanwhile, the batteries are generally just shredded [ucsusa.org]. The resulting material is called "black mass" and is placed into a bath of caustic chemicals to leech out the *important* elements. In certain cases, that black mass is first incinerated to burn off plastic and epoxies. Yeah that sounds super efficient and environmental to me.

1) Pros:
- The upgraded Bose sound system is amazing for this little car, it's a really good system for this price range.
- Super Cruise works wayyyy better than you think and a surprising number of roads work with it and more roads getting updated daily.
- The car has REALLY good range in wamer weather, easily get 250+ miles out of it per charge.
- It is surprisingly quiet inside the car. This is something that really shocked me. It really is quiet in the car at Highway speeds, might be due to battery being underneath and tires, whatever it is, this was a major nice surprise.
- Nice big infotainment screen, wireless android auto and apple car play, heated and cooled front seats, heated rear seats, heated steering wheel, panoramic roof.
- The car has ALOT of legroom. It also has alot of trunk storage room, a surprising amount, once you remove the removal base in the Trunk.
- Car doesn't accelerate super fast like other electric cars, but it's still peppy when it is on the go and drives VERY smooth.
- I popped the hood open and good news is, almost everything in the engine bay is sourced from south Korea. Including the electric motor. Should have good reliability.
- The price. It's unmatched for what you're getting.
Cons:
- There's definitely some trade-offs for all the Pros mentioned above and one of them is the interior materials are on the cheaper end, even at the highest trim level (Premier).
- Plastics abound everywhere in the car, cheaper thinner leather seats (Premier), car is definitely "small" and not an "SUV" by any means. It feels small and drives small, but still peppy.
- Bluetooth has lag
- This car has the older battery chemistry and not the new Ultium chemistry that's coming out in all of Chevy's battery cars.
- As such, the battery life in cold weather is 30% less than warmer weather. For example, I was getting 170 range in winter... And 250+ range in warmer weather.
- They are discontinuing this model and the regular bolt to make room for their new EV lineups. So parts will become more and more scarce if you need go replace something or get into a collision.

After all that said though... this is the best small car I ever owned. It's Pros do outweigh it's cons, and for the price, you really cannot find anything better. It saves me a ton of money on gas and it's fun and pleasurable to drive.
I also feel like Chevy really went conservative with the battery on this due to past failures, and because of that I feel this car should have good longevity. Time will tell, but I see this car easily doing 200k+ to 300k miles no problem.
Better to have the cash in hand than have uncle Sam sit on it.

What if line 37 is empty because most/all of the tax was paid upfront as part of paycheck (total paid taxes in advance, Line 33)
Line 37 is complete nonsense since all math regarding tax burden and credits is complete by line 24.
You don't want to use 24 though since it includes refundable credits- 18 does not.
Take line 18. Compare the total of ALL non-refundable credits you qualify for (the $7500 EV credit being an example of such a credit).
You need line 18 to be equal to, or greater than, the sum of your non-refundable credits to get full value from all of them.
Most EVs charge at night when demand is quite low. It requires relatively little increase in new power generation to fully support a switch to all EVs in the coming years.

That being said, if you live in a major city, good luck finding a Bolt that isn't over MSRP
Note, there is typically a long wait list (took about 4-5 months for delivery) and a lot of dealers are marking up prices above MSRP so be careful. Our dealer required a mandatory purchase of $500 in floor mats and wheel locks. We just bit the bullet as the Costco credit was expiring soon anyways.

I looked the car up and two local dealers offer the car at $27,090 and $26,595, pre-tax and pre-rebate, just as the OP said.
I rented one last week. It's an OK car. It's more like a Toyota; the Tesla, especially the Tesla Y, is a much more comfortable ride, but it's also double the price. I used several DC fast chargers and they took quite a while, although they're faster in charging a nearly dead battery to 50% than a 50% battery to 80%, so if you just need a top up to drive another 50 miles home, it's not much problem. If you stay around your home are, and you just charge at home, you save a LOT of money and time over a gas-powered vehicle. You'll never go to a gas station again... that's a pretty good deal.

Still, even for "regular' stations people are bad at time estimates... like folks claiming it takes them 2 minutes, when they're ignoring the time to leave your normal road/route, pull into the station and up to the pump, get out and run their card (or go inside to pay in some places), then actually pump the gas and put the handle away, then get back out into traffic back to the place/speed they began at.
Nobody does that in 2 minutes. Or even 5.

This cites a gas station trade association that it's 4.5 minutes JUST for the pay and pump part- ignoring the time getting into and out of the station, or any amount of "off your normal route" time the station adds.
Meanwhile it's legit 10 seconds to plug the EV in when you get out of it in your garage and then it's as full as you want it to be each morning.
1. You can take Costco out of the mix because no one waits in those lines unless they want to. People waiting in line don't want to go into Costco while the wife shops. People who want to save money go in the morning before the warehouse opens and there is no line.
2. Gas stations are so ubiquitous there is no leaving your normal route. There is one about every mile and you literally just pull in off the road you are on.
3. I don't get out, I roll my window down and hand the dude my card, tap to pay take literally like 2-3 seconds. Even if I get out and do it myself, it is less than a minute, maybe 30 seconds.
4. Gasoline pumps pump about 13 gallons a minute, most people are getting about 12-15 gallons, so about a minute to fill up.
5. So in total, about 3 minutes or less and I am back on my route.
6. It seems like you like to quote 10 seconds to plug in, however you conveniently leave out the unplugging part too, which I have to wind up the 25 foot cord on the L2 charger. That might take 30-45 seconds.
So if you add up all of the times you plug AND unplug every day, maybe multipole times a day, it is more time consuming than my once a week 3 minutes at a gas station.
