Hard pass
In most cases, you will be the ONLY one the tower if you are using the Dish network, so little chance for having your speed slowed down until they get a lot of new customers

Edit: looks like they had a Hotspot plan for $20 a month, but that disappeared in the past week or so. I get a feeling that $25 unlimited is not going to stay around long. They'll likely either change to a higher price or a 100gb data cap that's been discussed, or more likely the whole thing will just go away one day.
In any case, way too risky to get a locked $400 phone for me. If you're a gambler who really wants wireless data (or whose ISP options are terrible) it might be worth the chance that you get somehow grandfathered, and the service doesn't collapse.
