Polestar and Volvo could step away from traditional gas car design language. For this car you have a pointless for function long hood. You suffer inside because of that misplaced priority with the unnecessary limitation of back seat legroom and less wheelbase. An MG4 is the car to compare for current design of an ev. Good rear legroom. It's got a 2705mm wheelbase vs. 2650mm for this Volvo. 2 inches right there. 4287mm length vs. 4233mm for the EX30. The difference shows in the back door dimension.

Is it safe to assume that the total price of the car, if I wish to buy, will be 27500 ? (35000-7500)
And if I plan to lease it , will the monthly lease amount would be based on 27500 or 35000? And how much would it cost monthly to lease it?

Assuming you could buy it today, a dealer via their lease program can reduce the price of the vehicle by $7500 but it's going to be up to the dealer/brand on how they deal with that with some reportedly not passing on the full $7500 (I've seen claims volvo does a dollar for dollar passthrough.)
The only thing I'm not clear on is if the dealer takes on the tax liability question in whole for leases or if you still need to qualify for it, as I understand it the income limits go away on leases which makes me think the dealer is taking it on.
That being said for a purchase starting in '24, and assuming you have the tax liability, and assuming the car is assembled in the US...you can give the credit to the dealer for an immediate $7500 reduction in vehicle cost. The dealer will then pass your information onto the IRS and if come tax time you didn't meet the requirements they will of course come for you. Just something to think about if you are already considering waiting for ~12mos to buy an ev.
