Seems to be a good price for well received SFF case that takes full size PSU, normally priced over $100 elsewhere.
PCI 3.0 riser, not sure if that would bottleneck the top tier GPU or not...

Last PCI 3 GPU's were 20 series for nvidia and RX 500 series and Vega 64, 56 right? How would a 30 series fare on pci 3?

Disclaimer: This is a generalization. Things can vary based on game, application, or your overall system specs.

Most GPUs that have a full 16X connection will experience about a 2-3% drop in performance on average running at 3.0 speeds instead of 4.0 speeds. The range can be more like 0-5% overall. Most accounts claim not to notice a difference.

Some GPUs have a full-sized 16x connector, but are only actually using 8 or 4 lanes of the connection. In those cases, it is possible that dropping to 3.0 from 4.0 will cause a larger impact, but only if the GPU is choking on the bandwidth. From what I've seen, cards like the 4060 Ti can lose a lot of performance in a few specific games, but many still run well.

This is dependent on GPU and the data is readily available on the internet. Google for.your specific GPU or a similar one with the same pci architecture to find out.

Since I'm not 100% sure how your specific system is setup I'll just echo chamber what others have said too. Assuming your GPU has full access to all 16 lanes, you will see about a 5% loss of performance on average. A 3050 would be the only exception since the 3050 is physically wired for only 8 lanes iirc. You might see a larger performance loss on the 3050 but since the 3050 is so low performance already, it might not even saturate the 3.0 x8 lanes until GPU utilization is pegged at 100%

PS the 3050 is a terrible GPU plz don't ever buy it lol

For future, please put "computer case" in the title, or this becomes very difficult to find.
