Once you buy the license, you have it for life and it works for EVERY pair of headphones in the world and it works across both windows and xbox on your account.

There are some headsets that come with an Atmos license, it's just a code you activate but typically the cost is factored into the headset.
You can use Dolby Atmos for home theater setup for free with both windows and xbox but the headphone license is paywalled.
You can also use the Windows Sonic spatial sound setting for free in windows and xbox, which many people say is comparable to Atmos and this will work with headphones if you want to try out spatial sound.
Many headsets will advertise that they are Atmos compatible but this is just marketing since ALL headphones work with Atmos. It's just software processing done before the data gets to the headphones.
Hence everyone's confusion and downvotes. Now that you say this, his comment makes sense. If he'd said "for anyone buying these to use on your pc...." then what he said would have been accurate and accepted.
The headset manufacturer isn't selling Dolby access.
Microsoft Store is the vendor platform charging for Dolby Atmos and they also offer a separate DTS audio experience.
Dolby license is two parts. 1 for console/PC and a separate Dolby license for Headphones. If you want to use Dolby for both situations then you need to purchase both licensing options which is two payments total.
If you prefer DTS, then you can check out in the Microsoft store that DTS offers both console/pc/head phone licensing for a single price, but the last I checked it was $30 versus $15 each for Dolby - consumer choice.
That said, I came here looking for Xbox game pass discounts and I think I'm going to walk away with these headphones despite this first time Xbox owner having a 10 ft screen in his home Dolby Atmos 7.2.4 theater.
Why?
I'm a complete noob to Xbox but a long time fan of Diablo rolling back to its original launch on the PC in the early '90s & I'm told I need a headset with mic for voice chat.
My son-in-law and daughter got me addicted when I was staying with them through an early launch access and I blame them both for the $550 I spent since coming home. 🤣

He didn't say Xbox. He said to use wirelessly on PC, you need the adapter
