To use your code, just apply it to your next LEGO Shop order by following the below steps:
1. Add the LEGO Shop items you are buying to your bag
2. Click on the shopping bag icon in the top navigation bar
3. Click on the "Promo Code" field to expand it
4. Enter the code in this "Promo Code" field and click "Apply"
5. Your reward will be added to your bag
6. Click "Checkout Securely" or "Pay with PayPal" to proceed with your checkout

But FYI, I have had a VIP account for about six months now. I redeemed one of these key chains a few months ago. However today it only let me redeem two extra, so apparently it still knows if you had redeemed one, at least semi-recently.
