It's a "budget" card, it's a "low tier" card, and sure enough it is spec'd as one (also note that DDR6x ram was quite a bit more expensive when this card was designed/released). Now you might argue "this should have been the 4060 or the 4050" and I won't disagree with that, but does everyone who has 3060ti, 3070, or 3070ti cards now in a camp of "you can't game on those cards, better upgrade to the $700 cards now" because they only have 8GB of ram?
Bottom line this isn't a 4k card, don't expect to play 4k games.

Am I out of touch or are there really so many people attempting to go 4k gaming? Or is this just because they're using 4k TV's as monitors and not just scaling down to 1080p?

If I were needed a graphics card right now at this price point, I would likely choose this one right now. This is about $30-40 more than the deals we've seen on RX 6700 XTs and this outperforms those pretty well.
Everyone is right to shame Nvidia for hamstringing this card with 8 GB of memory and a 128-bit interface. Nvidia is essentially took a good card and made it worse so that they can arbitrarily move >1080p graphics cards above $400. I think it's wise to continue to hold off, as the prices on these things are bound to keep falling.

It's people brainwashed by fancy marketing gimmicks that still has them trapped buying cards whose main draw is 1080p Ultra, when we had cards doing that 5 years ago...

It's NOT a low tier card, the 60 series has never been considered "low tier" in the NVIDIA lineup. NVIDIA is literally rebranding lower tier cards as a tier or two above what they should be to milk stupid people of their money.
Stop buying NVIDIA cards until they stop ripping off their customers.

I was doing a PC refresh at the end of 2019, with my eye on the sweet spots of AMD Ryzen 5 5600X and 3060ti,both being newly released. Well, I build all of my PC except for the vid card, which I waiting until last to see if I could get a better deal or have more budget for a better card. (Using my still functioning and1080 capable NVidia 970. What a trooper!)
Well, ker-plunk. I refused to pay video card prices for the last 4 years, until I saw someone on FB Marketplace with a 3060ti for $200. Sold. That'll get me by for at least a few years. *sigh*
I'm eyeballing some of those AMD 7700 deals and prepared to make this my spare computer. I might stay at 1080 until things stabilize and I get a decent monitor. Won't bother me, my 20/20 vision is fading so I'll barely notice.

Paying this much money for an 8GB card is dumb.
Games are getting out of hand with VRAM requirements and this card will age badly.

4k gaming is a very niche market, just look at any Steam survey [steampowered.com].
