Depends on if you've got the plug on the wire or not

I bought it, not sure why I bought it but I did.

Probably would be good for drilling holes for running bare ethernet cable

It will work great for that. You'll just need some epoxy, or something similar, to seal the hole.

It's a quarter inch.. why 3/8 minimum?

That's not the reason at all.
A 3/8" hole is far too small to pass an ethernet cable-end jack through it.
It actually would take a 3/4" hole. Don't believe me? Try it yourself and you'll see.
The other commenter recommended at least a 3/8" hole for 'bare' cable likely because a 1/4" hole is a bit too snug with bare cable, especially if it's drilled in a thicker piece of wood.

Man, I've been waiting for a great deal on a 1/4" x 12" drill bit. My 1/4" x 10" was soo short and my 1/4" x 14" was too long. This one is just right. Best price on a 1/4" x 12" drill bit I've seen!

Interesting. I've always used 1/4" and have never had a problem. It sounds like 3/8" is a good thing to keep in mind.

Why would you recommend epoxy to seal a hole?
