Asrock hasn't been making GPUs as long as Saphire. It's not a bad brand, but Saphire has an excellent track record from my own experience. They usually make some of the best AMD cards.
I've pretty much settled on this 6700/6750 XT tier card for my first build in a decade. Seeing the 6750 XT go for $310 a month ago is making me wait longer...also don't like the game. If it had Diablo, I'd jump.

Which is the better brand, this or Asrock?
Don't buy brands, buy products.
The Pulse is Sapphire's low end product. In the past it has been a bit above other brands low end offerings, BUT this time around it is on par. Any of the base models perform about the same this iteration. That includes Sapphire Pulse, PowerColor Fighter, Asus Dual, MSI Mech, XFX Speedster, Asrock Challenger, and Gigabyte Eagle.
I've owned all AMD AIB brands over decades. Never had problems with any. I usually buy the cheapest card. It was usually PowerColor before ASRock came along.
Ordered the MSI Mech 6750XT for $349 instead of the 6700XT. Have a stock AMD 6700XT and it's a great GPU for the price point/resolution (1080P/some 1440P).
The 4070 was too far out from the budget ($550) so after taxes at $388, the 6750XT made sense.

Considerable amount of reviews mention coil whine as a reason for returning so might wanna consider that before pulling the trigger.
