PLA is stable in general atmospheric conditions, though it will biodegrade within 50 days in industrial composters and 48 months in water. While ABS is not biodegradable, you can recycle it.

Most PLA won't biodegrade in water in four years. And most curbside composting won't take it either. If someone's buying thinking it's biodegradable they're being lied to.

Edit: Changed two years -> four years, math is hard!

I think you're correct but the claim is four years, not two.
