You nailed it - especially with the cripple hammer comment.
This isn't correct. A drone weighing more than 249g by itself or with accessories at takeoff only means you need to pay the $5 FAA registration fee online. You pay the fee, label your drone(s) with your recreational reg number you get and then go on with your life. One registration covers all of your recreational use drones and then lets you add accessories like prop guards, landing gear extensions, gimbal protectors, strobes, payload releases, etc. You only need a Part 107 "license" (certificate) if you're using it for non-recreational purposes and if you're doing that you need to register each drone individually with a separate reg ID # regardless of weight. This 249g no-reg thing is just a marketing ploy that actually introduces huge limitations to actually enjoying the drone.
No, that's not how any of this works.
They're using Mavic 3s for the extra payload capacity and range, not Mini Pros.
Also, PSA: the high capacity batteries push the weight above 250 g meaning you must be a licensed drone pilot to fly it, and even then that imposes extra restrictions about flying near / above people.
So, not having high capacity batteries isn't necessarily a bad thing depending on your situation.
If it was that, this would be a smoking hot deal and I'd be in for a cancellation.

Edit: I ordered it. I forgot I had a $140 online Costco shop card which was my main reason for holding out for a Costco deal on the Pro. I learned from others that one upside to the non-RC controller is that I can try out an iPad and make the view larger for myself and my kid. Can't wait to set it up and start flying!

The RC is nice but DJI gave it a gentle whack with the cripple hammer. Otoh, setup is faster and it is less fiddly with fewer cables. JMO.
