The ultra strong deal is slicker since it's 36 super mega (216 regular roll equivalent) vs 18 super mega + 18 mega (180 regular roll equivalent)

costco is 6600 sheet for 24.10, this would be 6534 sheets * 2 for 22.27 * 2. so this is still cheaper. (The sheet size might also be bigger for amazon one, as it is super mega or whatever they call it, but that's less impactful).
