Safely isn't the issue (as your 6 1/2" saw's RPM is certainly far below the max 13,300 saw blade max speed).
This issue would be little to no blade exposed on a 6 1/2" saw.
To see what I mean, measure from the center of your saw's shaft to the bottom plate. Realize that this blade would extend only 2 1/4" below that shaft center at the furthest point.
You'd be lucky to have just a 'smidge' of this blade exposed below the plate to even score something.
