They are largely their own thing/different patterns and different products. Like they are born as factory items. Not demoted from regular. I've found the bag fabric to be a bit more rough. But the blankets have Been great.
The padding is in the front face and back face of the case. The sides/top/bottom don't have any padding and are only as thick as the thickness of the fabric. So maybe subtract 1/8th inch from the exterior dimensions, that is the interior dimensions.
I put a standard laptop, power supply, wireless mouse, pad of paper, pen, and shoulder strap in mine. At that point is is just about packed to the brim. So it is just a slim laptop case, that's it. Can't shove an entire home office in it, for that you would need a full sized laptop case.
Also, if you are going to beat this up on an airplane, it probably won't work for that. This is more to carry around with you and offer light protection.

Back in the day when Outlet stores first opened, they where stocked with things like overstock merchandise, out of season merchandise, factory seconds, stuff that didn't sell well in the Retail store, etc. But that was a long time ago.
Now, "Outlet" stores typically have there own merchandise that is separate and distinct from the Retail store, and is typically cheaper quality materials. Cheaper fabric, cheaper stitching, cheaper dyes, cheaper manufacturing, cheaper labor, different country of origin, etc. Outsourced to whoever can make it the cheapest, and cut the most corners.
There are some exceptions, but the idea that the company somehow moved the products from the "Retail" store over to the "Outlet" store and sold them at a discount is basically a marketing scheme. There are two separate and distinct product lines; "Retail" and "Outlet", and one is higher quality and one is lower quality.
