Dr. Pepper is not a part of the Coca Cola company and is not eligible for the discounted price, when you are adding a 12 pack of another variety due to the 3 limit.

I have 3 accounts and did it for each. did 3 12 packs plus 3 cans of olives. Cost $5.66 each time. Gonna like olives! 2 one liter bottles also gets you to $20+

You should be able to see it before submitting your order. I always check to make sure it looks right before completing payment.

What will happen if they cancel couple of items saying not available to fulfill? Will I get expected walgreens cash?

I just logged into my other Walgreens account and clipped the coupon and added $20 of stuff to my cart including a few 12-packs and I'm seeing the extra $10 in estimated rewards so i'm not sure what the problem might be for other people

You won't get the expected cash if the pre-tax total isn't at least $20 after any cancellations. I added a few extra items to my order so I will still get the $10 rewards even if one of the items is out of stock.
