Developing a non-profit web site

Is there a ready made web site template available - people to open an account and upload their profile/photo etc?

What are some top sites or software packages? I used X3 believe and there is no sign of them on the web.

It will end up costing $100 per year (which my inner cheap-ass hates) but it is also super simple and is a low cost of doing business. For someone who doesn't have real time to devote to learning web, it does the trick.
