however, if you're a hobbyist and you don't find yourself shooting in challenging and critical situations, you'll never be able to justify buying this lens unless you got the money to blow.
to answer your questions tho, this lens itself probably wont give someone a magic "look" outside of making the background a little blurrier in video. you'll get better results learning how to light properly

and yes bc the aperture is 2.8 at 200mm, you can bump your shutter speed up (for photos) so you don't get motion blur. compared to something like he 75-300 or 55-250, which would be at like 5.6 at 200mm.
for example: with the cheaper lens your camera says f5.6, iso 1600, shutter speed 1/60. you'll probably get motion blur. however on this 70-200, your aperture will be 2.8, and bc of that you can bump your shutter speed up to 1/250 which will eliminate most if not all of the blur and you get a sharper image.
for video, your videos will come out less grainy bc your ISO will be lower!
hope this helps! like I said if you can, learn to light or use the most of your available light, buying a better lens wouldn't solve every problem you come across
