Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

So I guess if you only ever want to shop online, you could do it without ever stepping foot in store. But the day you decide you want to shop in store you will need to show ID or proof of address to get that card. They are super strict in showing your card and ID if photo is not on card now, problems with folks sharing membership cards I guess.
But buying everything from Costco online is way more expensive since almost everything is cheaper in store.
