Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

Does anyone known in order to cancel the membership and get the refund, I have to first activate it and, reach costco to cancel and get the refund? How will they refund?
