Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

They hovered over me as I scanned every item as self-checkout until they saw me go to the customer service desk and then left me alone.
SOMETHING has changed. Been a Costco member for 15 years. Felt like a criminal in a place I pay to be able to shop in.
