You can't really go by per-piece price anymore. A lot of sets throw off the average. Can't speak for this set specifically, but I'll give a different example. The Bird of Paradise set is 1173 pieces, but 300 of them are single studs that you don't even assemble, you just dump in the pot as "soil". The set is fine and makes a very nice display piece, but you can't really judge the price per piece well at a glance.
20% off seems to be a pretty common sale amount and I'd look for that or better. This deal happens to be exactly that, so if it interests you, it's probably a decent price

This is a pretty popular set. With the exception of Costco selling in store for around the same price, if you were lucky enough to find it, this is the first time I've seen this set on sale.

Many go by price per piece- but I was never a fan of that rationale.
Some sets come with tons of small pieces, while other have fewer but larger & more complex pieces making a bigger build, or some come lots of minifigs, etc.
I am more of % off MSRP combined with actual overall size and complexity of lego set (as some lego sets MSRP are overpriced to begin with).
As a general rule-
Around 10-15% off is normal sale price.
20% off is good sale price.
Anything over 30% I consider a SlickDeal.
As far as this deal, I have only seen it on sale once before at Costco.
