Problem is, Q1 pc shipments were down 30%. Q2 it was almost 17% (and 7 consecutive quarters of decline). Q3 is projected to be more of the same with market stability not forecast until the end of 2023 at best, but more likely q1 2024.
Translation: prices are going to continue dropping until sometime in the Black Friday to Feb/Mar 2024 window. The slower people are to buy, the bigger the fire sale discounts.
Most of these laptop/PC deals have been stale. At least ssd/ram have been cheap to offset some of Nvidia/AMD's price gouging, but it's not enough. Back-to-school stuff is over or winding down. Meh. I can wait till the right deals come along. With all the product sitting on shelves, this Fall retailers will be pressuring OEMs for lowered pricing or else reducing their inventory. Count me in when I can purchase this Legion laptop's specs (or an Alienware m16 equivalent) with an rtx 4080 for roughly $1500 usd.
Probably won't happen, so instead I'll buy a Framework laptop. Seems pricey now, but unlike Apple/Dell/etc, my next laptop upgrade won't force me to repeatedly buy an entirely new screen/keyboard/chassis. $$$ saved while getting closer to exactly what I want. And while I'm at it, Intel Battlemage gpu on the desktop is expected to merely reach rtx 3080 performance, but I'll give Intel my money anyway if the price is right. That should be good enough for 1440p gaming. In the meantime AMD AND Nvidia will keep chasing those 1000% profit margins in the ML/AI markets while fleecing gamers as a side hustle. Maybe if we consumers support a 3rd competitor, the gpu duopoly might be less able to fleece pc gamers desperate for new hardware.
Sorry for the rant. =D
"In 2023, there has proven to be almost zero interest in an rtx 4060 mobile..." - Maybe true for pure gamers. But this is a perfect configuration for photographers and many content creators thanks to the strong CPU, excellent screen, and fast I/O. Especially nice to have the lower price tag, and it games well enough for casual players like me.

There is also an Acer nitro 5 with 3070 at $969, but those builds are not as high quality as per the community consensus: https://slickdeals.net/f/16849400-acer-nitro-5-laptop-15-6-qhd-165hz-ryzen-7-6800h-16gb-ram-rtx-3070-ti-1tb-ssd-969-99-free-shipping-ebay?src=SiteSe
There's also the TUF the other user posted, but I've heard people consistently complain about build quality and thermal.
There were others, but they're expired at the moment it seems.
Me personally, I'd get the omen if you can or wait for another deal that will certainly come
