FWIW there ARE new deals on this from time to time- I usually get to use em like 3-4 times a year on average (versus the Chase or Citi deals that are similar but seem to be renewed FAR less often), 30% most commonly but once in a while I get the 40, and once sadly the 10....but as you say during the months a given deal is going it ends up reposted here a ton as if it was a new one--- since there's no obvious way to tell without clicking on it though one ends up needing to check each time to see if it's actually new or not.... This one is not.
