Not sure of 2k23 but prior years gave you 20 or so of the older wrestlers. Of course with DLC you could unlock all of them that are available. The full DLC was on sale for that years edition for under $20 which I though was a decent deal. Pretty sure with the exception of Hogan all of the main wrestlers were unlocked for free.
These people do an amazing job too. I downloaded all the popular wrestlers from the 80's thru the 2000's.
People even create Ninja Turtles, Marvel Superheroes, political figures, etc. And other videogame characters you can use too lol.
