Thanks to everyone who provided suggestions. Reset, force stop, cache clear, nothing worked, with the permanent unlock option not showing up.
What coincidently worked was opening the unlock option with airplane mode on ( and wifi off as well) it the showed the error message sating cannot connect but also showed all of the various options including the permanent unlock option. Which i then clicked after turning on wifi

considering buying either:
--Moto g stylus 2023 (i had one that didnt unlock)
--n30 (never had one)
--razr (this would be a stretch and the most expensive...would prefer either the first 2)
anyone want to chime in on their thoughts?
kinda leaning to get the n30, as i never had 1.
and the moto stylus was nice, but nothing extraordinary
(maybe the n30 is the same)
a distant 3rd is the razr. not sure what more the razr offers other than being able to fold

currently plan to use s23fe, but trying to sell that fe,
as the fe is not playing nice with my online bridge game

i hope the issue (just started recently) is isolated to Samsung devices.

I heard that too. I did have the unlocked version from Best Buy and it was dual physical Sim. The 2nd slot was a choice of SD card OR 2nd sim card. I personally used it for Tmobile in 1st slot and Tracfone or Visible in 2nd slot
The unlock app said I can only T-Mobile SIM instead of Metro, so I popped my current T-Mo SIM in there and it works! But status still says locked. I have version 3.0.0 carrier configuration. I popped the deactivated Metro SIM back in, now the unlock app says I can only use Metro SIM. Popping the T-Mo SIM in, it is still working. Calling it works, calling out works. So I guess T-Mo SIM DOES work afterall.
*edit* I just noticed that the reason for it being locked is empty now. So I hit the "Try permanent unlock" and it unlocked.
