Why does a dog treat have sugar as the 2nd ingredient?

This is $5.70/lb for chicken and sugar. Why not just spend a lot less on actual chicken in the grocery
and airfry/dehydrate/heck even pan fry it? Much healthier and cheaper!

Pahh I'm not taking the time to do that, I just buy these because customer dogs love them and all the other shops around mostly have shitty milk bones
