Considering there really hasnt been a "sale" on a 4090 yet, it would be hard to build one yourself for cheaper than this. Throwing together a quick list on PcPartPicker with random lower end components like the mobo and ssd nets you ~$2,700 for a similar specd rig. If this is in your price range its definitely a good deal for a fully assembled and warrantied computer at this tier.
The two caveats for me would be: 1. *Which* brand/model RTX 4090? Although even the lowest 4090 is so capable graphically, OC or clock speed really doesn't make a material difference, but the build quality of the GPU might be material. 2. Are the case, mobo, power supply, etc. all to 'standard' form factors. I stopped buying commercial computers decades ago, because they'd always have something odd about some component's form factor - like the Sony computer I had that had the PSU go out on me. The form factor wasn't the standard, so you could only 1. Buy a new PSU from Sony for a small fortune. or (as I did) 2. Make the PSU an 'outboard' component. You don't need that kind of PITA.
