Did you actually buy any Visa cards in August and were able to register them? Mine from late Aug can't be registered due to website error.
Also most online merchants require a billing address, not sure what you are talking?

You can put in whatever billing address you want and they will work for most retailers. Some check, most don't. Amazon is one example.

What merchant isn't allowing you to use it online?
I'd give it a shot with just using your normal billing info.
If you are still having trouble, just PM me with the card number, exp, and cvv and I'll try registering it. (kidding)

You can put in whatever billing address you want and they will work for most retailers. Some check, most don't. Amazon is one example.
I tried two cards and the website errors out.
You can activate them by calling but even then it'll say "your card is activated" yet it'll show as invalid at retailers.

Like I said earlier, I was able to register my physical card (July) earlier tonight. Saying these cards cannot be registered maybe just be an isolated incident.
Personally, if I had a card(s) giving me the issues you are describing, I would try to drain them in a store asap.

If I know the card will be used for instore purchases online then I don't bother registering the card.
