"is used primarily as a preservative. It is regulated, and its concentration cannot exceed 1% of the finished product. Some studies indicate toxic effects on blood and liver. It is also suspected to have effects on the hormones and fertility.
In addition, it is an eye irritant. Finally, it is sometimes responsible for contact allergies, but reactions are rare.
In March, 2019, ANSM (the French Agency for the Safety of Health Products) published a decision requiring that so-called "leave-on" cosmetic products containing the preservative phenoxyethanol be labelled as not suitable for use on the buttocks of children aged 3 years or under." (Yuka)
So, I wouldn't use this near my eyes or "leave it on" any sensitive parts for any period of time.
But it does work well to clean.

Anyway, just wanted to say I ordered this Sunday 9/17 and just got it today, 9/21. That 1-2 month wait isn't always accurate.
