Phone service for family

Looking for any advice on a phone service for my family
1) 2 older parents, 1 uses internet alot especially via wifi at home, the other doesn't really know how to use smartphone. have phones, could replace them
2) younger brother - who also gets free gov't phone service, needs a better phone than they provide
3) myself (need a new phone) and possibly my sister
We don't really need alot of minutes, but decent data will be helpful. we have wifi and home line over voip.
Any suggestions would be appreciated. I've considered metro by tmobile and creating a family plan, I understand they would take around $20-25 off the plan to account for my siblings free service.
