The difference between a 4060, and 4070 probably isn't worth the price difference here either.
Also B&H doesn't allow laptop returns if you open the box, so make sure you know this is what you're looking for before you buy.
The TDP limit does artificially limit the utility of the 4070 but the performance is not identical. Do a quick Google image search for "4070 power scaling" to see how it compares against 4060 (and 4050) at various wattages.
