I would not suggest any rockland luggage if you use it more than once per year. I got the 4 piece set and multiple wheels and handles have broken in less than five years of use. It's a softside set, and on one of them the part of the case that attaches to the frame is ripping apart.
If you're going with a budget brand, I'd spend a little more for one of the with amazon basics branded ones. I haven't had any issues with mine >5 years old.

That price is ridiculous. It's such a shame there's no reasonable competition if you're buying in North America.

I didn't see any rollers during my search (they were all too tall) but I prefer a backpack or a two wheel roller when only paying for a cabin bag so didn't spend a lot of energy looking. Maybe try a kids case, they should be close to the 8 inch depth requirement. Or you could just test your luck? I've seen plenty of folks with huge cabin bags on Ryanair flights and receive no attention from the ground staff or crew.
