Model SM-S536DL, once unlocked, can be used on other carriers if they have whitelisted this model. AT&T have not, so it won't work on AT&T or its MVNOs.
This model is very locked down, so you cannot root, bootloader unlock, or use ODIN to replace the ROM. You can use ADB to uninstall any bloat apps.

Since the plan came with the phone, you will have a very hard time getting your plan back. They always want to see when you last BOUGHT the plan.
Why didn't they just fix it in the first place? You're correct they just don't care about fixing the problem once it falls outside whatever script they have. Any sort of common sense/logic falls on deaf ears. Their goal isn't to help you at this point, but make you give up through whatever means possible. The best recourse IS an informal FCC complaint which is very much free and was extremely effective for me.
Tracfone CSR is so horrible it should be criminal.

I've been a customer for years. They were okay until the last year or so, now the worst customer service by far of any place I have ever dealt with. I called for a simple issue and the idiot CSR changed my phone number - that I'd had for 20 years and use for everything personal and business. Didn't ask me, certainly didn't agree to. They told me they couldn't get it back.
I spent 10+ hours in 10+ chats and phone calls over weeks trying to get it back. They transfer you around to people who don't even know what company they are supporting. They just try to get you to give up. I finally got transferred to someone at Verizon who actually knew what they were doing (probably on accident). I was able to get my number back only because it was originally a Verizon number.
It then took another couple of months to get my service correct and they never did give me back the 20GB of data I had. As soon as the years of service I've already prepaid for our multiple lines, getting away from those criminals.
