Little blobs are 100% caused by moisture in the filament. PETG is very hygroscopic and will soak up moisture. Dry it out and it prints like a dream. Even brand new out of the case sometimes there is moisture in it.

I bought the translucent green earlier this year. For me it's a bit tricky to print. Creality Ender 3 S1 Pro. It ended up with little blobs in the prints. The filament also formed globs around the nozzle. The prints ended up eye-catching, especially with any geometric shapes in the print.
