I tried to DIY a two+ story shop vac solution with PVC - it was too heavy and awkward to work without risking damaging to the house or myself.
Have you looked into wand extensions for power washers?

The long wand pressure washers are terrible. They are extremely flimsy and near impossible to control. It's been a running gag in my neighborhood because everyone has tried using mine and they quit right away

I use pvc pipe with my shop vac. Works great! Granted I don't have very high gutters (like in their pic). But it beats having to pull out the ladder to blow it out.

1. use 1.5" diameter PVC pipe, broken down into 2x ~8-10ft sections
2. blow instead of suck
I just happened to have the narrower pipe laying around and tried it out. It's borderline maneuverable so I can't imagine with a 2" diameter pipe. Sucking won't work as it'd get clogged very easily. So I turned it around and blow instead - it stirs up a good amount of leaves. It's not how I imagined it and it'll never be 100% clean, but I figured it's better than leaving leaves to rot and clog.
