Carrridges alone cost $24.99 so this is good even for cartridges alone and then you can gift the mask itself to some person with big head.

Is it too big or too small? I've never tried this type of respirator before.

If I recall correctly, the medium fits the middle 80% of head sizes

Can't replicate using several states. Instead of providing a list of what I've tried and DOESNT work, how about you provide some basis for what does? You must have seen that at a HD SOMEWHERE lol. Staff entry so there should be a starting point.

Or is this just something to report as currently dead?

There are still zip codes for which this works - but if you try to have Home Depot deliver to any other zip code it automatically increases the price.
